NOTICE OF SPECIAL MEETING
OF THE CITY OF LA QUINTA
MONDAY1 JUNE 29, 1992 7:00 P.M.
NOTICE IS HEREBY GIVEN that in accordance with Government Code
Section 54956, I, JOHN J. PENA, Mayor of the City of La Quinta, do
hereby call a Special Meeting of the City Council, for 7:00 P.M. on
the 29th day of June 1992. Said meeting will be held in the La
Quinta Middle School Multi-Purpose Room, 76-900 Avenue 50, La
Quinta, California, 92253.
Purpose of said meeting is as follows:
CONSIDERATION OF FORMATION OF ASSESSMENT DISTRICT NO. 92-1.
1. STAFF REPORTS
2. PUBLIC HEARING
3. Consideration of Adoption of Resolution Making Determinations,
Confirming Assessments and Proceedings, and Ordering Proposed
Improvements.
4. Consideration of Adoption of Resolution Designating the City
Treasurer to Collect and Receive Assessments and Directing the
City Treasurer to Establish a Special Fund.
5. Consideration of Adoption of Resolution Providing for the Sale
of Bonds for Assessment District No. 92-1 in an Amount not to
exceed $5,824,189.70 and Approving the Preliminary Otficial
Statement.

SUBJECT: Phase V of the Cove Improvement Project
In October of 1991, the City staff initiated work on Phase V of the
Cove Improvement Project. As we proceeded with the formation of
the Assessment District on May 26, 1992, the City Council approved
the following resolutions:
Adoption of Resolution of Intention, and Appointment of
Kicak and Associates, Inc. as Engineer of Work and
Appointing Superintendent of Streets.
Adoption of Resolution Approving Plans and Specifications
and Authorizing Submission of Plans and Specifications for
Bid.
Adoption of Resolution Approving Report and Fixing the
Time and Place of Hearing.
Based on the above action, it was the intent of the City staff and
Engineer of Work to have bids received prior to the June 29, 1992
Public Hearing. The purpose to have bids received, is to have
actual costs associated with the improvements prior to the
formation of the Assessment District and confirming the
Assessments. When the project was put to bid, it was anticipated
that all of the other public agencies that have improvements
contained in the District would produce completed plans in biddable
form in adequate time for the receipt of bids before the Assessment
District Hearing. Unfortunately, this has not occurred, and the
Engineer of Work has extended the bid receipt date for the project
to a time uncertain. Because of the extension of the bid receipt
date, and the City not having received bids on the other work, any
confirmation of Assessments would have to be based on the
Engineer1 5 estimate of the total cost of the work.
