STUDY SESSION:
BACKGROUND: The Comunity Services division hired two(2)part time 8-10
hours per week/per person) staff in April, 1992 to assist the Parks and
Recreation Manager in supervising the use of the Sports Complex. The need
for the part time staff resulted from the premature termination of the
YMCA/City agreement. The fall activities at the Complex require the hiring of
part time staff to assist.
FISCAL IMPLICATIONS: For the period of October through January, the cost will
not exceed $1,500. For the period of April through July the cost will not
exceed $1,200. The total cost will not exceed $2,700. Currently, enough
money is budgeted in the salaries line item in the Comunity Services
department budget.

BACKGROUND:
The City has contracted with w.D.Young & Sons Trucking and
Nursery for the sale and removal of palm trees from the Calle
Tampico street right-of-way. The contractor posted a
certificate of deposit c.O.D.) in lieu of a labor payment
bond. The City's policy has been to hold security for a
period of ninety days after project completion. If no claims
have been placed against the contractor for unpaid debts
and/or wages the security is released.
The C.O.D. expires on November 2, 1992, the contractor has
indicated he will extend the expiration date prior to October
26, 1992. If the contractor does not follow through with the
time extension, the City needs to collect the principle on the
C.O.D and hold it for ninety days to ensure payment of any
outstanding labor or materials debt that is unpaid by the
contractor.
FISCAL IMPLICATIONS: APPROVED BY:
None.
RECONKKNDATI ON:
It is recommended that the City Council authorize staff to a)
collect the principle funds in the amount of $15,000 and b)
hold these funds until 90 calendar days after the contractor
completes his work; if, W.D.Young, Inc. does not extend the
C.O.D. expiration date to February 2, 1993 by October 26,
1992.

BACKGROUND: As the Council is aware, the 1991-92 Budget called for the
development of a Parks and Recreation Master Plan, and the 1992-93 budget
called for the completion of the Master Plan. The Community Services
Commission is identified in ordinance as the advisory committee responsible
to study present and future needs of the City with regard to recreation and
park facilities, programs and events: This Master Plan is such a study.
FISCAL IMPLICATIONS:
None at this time. If the Master Plan is adopted, the recommended
development of various park and recreation programs and facilities would need
to be addressed, preferably in accord with the implementation plan and
adjusting for price/cost increases.

BACKGROUND:The design process of Fritz Burns Park began in March, 1992 and
has included the development of several conceptual drawings, public hearings,
and Commission and Staff review. The Design Development Report and the
Preliminary Master Plan has been compiled based on the design process by T.I.
Maloney, Inc. and is presented to Council for review prior to proceeding to
the planning process.
FISCAL IMPLICATIONS:
The estimated cost of the park development is $3.9 million.
APPROVED BY:
RECOMMENDATION:
The Comunity Services Commission has reviewed the Master Plan and has
recommended the approval of the Plan as indicated on Page 21 of the Report,
and the priority listing of the development options on page 23. Staff
recommends that the Council review the design of the park, provide the
consultant and staff with comments, and then staff will proceed with the
planning process before returning to the Council for final comment.

CALL TO ORDER
A regular meeting of the Community Services Commission was called
to order at 7:10 p.m., at La Quinta Middle School Multi-Purpose
Room. Chairwoman Kennedy presiding, followed by the Pledge of
Allegiance.

1. PRESENTATION OF NEW LEAF AWARDS
Chairwoman Kennedy introduced City Councilman Stan Sniff who would
be presenting the awards.
City Councilman Stan Sniff welcomed the parents and students to the
meeting and thanked the City Council, the City of La Quinta, the
residents and the proud parents of the students for tonights
presentation.
Councilman Sniff explained that these New Leaf Awards are presented
to those students for significant academic achievements. In the
spirit of cooperation between the City of La Quinta and Desert
Sands Unified School District, the teachers and staff and
administrators, the New Leaf Academic incentive program was
established for their strong support to show their full commitment
to these strong and wonderful young students. This program was
created to encourage, recognize and reward the La Quinta students
who make a significant show in status, from quarter to quarter.
These awards presented tonight are from the 4th quarter of the
1991/92 school year and have every reason to be proud and we salute
you all. *?Congratulations." Councilman Sniff then introduced
Mayor John Pena.
Mayor Pena welcomed all of the students and parents to the meeting.
He thanked all of the volunteers who have made an effort to improve
in their schooling and participation. He also thanked the
principal of La Quinta Middle School, Maureen Mendoza, and all the
fine teachers who work extremely well with the students.

BACKGROUND:
The City Council has previously reviewed two different projects for
this site in the last eight years. The last plan, Tract 21880
Heritage) proposed a similar type proposal to Tentative Tract 27613,
but the map expired last year. The new proposal was submitted in
July. The developer requests approximately 399 single family
residential units on appr6ximately 746.6 acres generally south of the
new 52nd Avenue, and east of Avenida Bermudas. The Planning
Commission considered this request at their meeting of September 22,
1992, and recommended approval of the request per the attached
conditions.

1. Move to waive further reading and introduce Ordinance
concurring with the Environmental Determination and granting
approval of Change of Zone 92-072.

BACKGROUND:
The proposed ordinance has been prepared in compliance with the
Congestion Management Plan CMP) prepared by the Riverside County
Transportation Commission RCTC). The City must adopt this ordinance
prior to December 31, 1992 in order to avoid loss of Proposition 111
gas tax funds. On September 8, 1992, the Planning Commission voted
unanimously to recommend adoption of the TDM Ordinance as proposed by
Staff. At the October 6, 1992 City Council meeting Staff was
requested to provide more information relative to consequences of
action/inaction on the Ordinance; the item was therefore continued to
the October 20, 1992 City Council meeting.
FISCAL IMPLICATIONS:
$108,907.52 has been collected since inception of Proposition #111
fiscal year 1990-91).

waive further reading.
2.) Move to introduce Ordinance #___ on first reading, approving the
amendment as recommended.
