Dear Mayor Pena:
The second Living for Your 905" Senior Inspiration Awards will take place on
Friday, March26, 1993. The event will again be a luncheon awards program from 11:30 am
to 1:30 pm and take place at the Westin Mission Hills Resort in Rancho Mirage. The
purpose of Living for Your 905" Senior Inspiration Awards is to recognize se mor 3role
models, in their 805 or older, as examples to younger seniors of leading a contributing and
active life.
Living for Your 905" involved all nine valley Cities and the County last year. We are
seeking your continued commitment to this senior role model event. We are again asking
each City Mayor and City Council to select one senior recipient from your mdividual city
for recognition. This senior must be at least 80 years old, reside in your city and should
personify a healthy, active attitude. With these characteristics in rnind, this senior will stand
as a role model to younger seniors. By virtue of their zest for physical and mental wellness
and leading an active and contributing lifestyle, these recognized seniors will motivate
younger seniors to realize the power they have in leading constructive lifestyles in their 60s
through 805 and into their 905.
We need your continued conimitment to participate in this dynamic event. We are
leaving it up to each City as to how they select their recipient for example, formally through
Council action or less formally). It is imperative that you select your recipient by January
29, 1993. Please phone Supervisor Larson's office 863-8211 or 345-1072) with the name
of your recipient please ask for Karen Katz). The Supervisor's office will then meet with,
photograph and interview the recipients in preparation for the event's multi-media slide
presentation. The Supervisor's office will also coordinate the awards for the program.
Beyond selecting a senior recipient by January 29th, we are requesting that each city
purchase two tables for the event at a total cost of $400. This provides 20 tickets. Tables
eat 10 and are sold at a cost of $250, so we are offering the cities a reduced rate. Cities

The Applicant has appealed the Planning Commission denial to the City Council.

The Art in Public Places Committee requested proposals for an art piece for the Civic Center site.
After receiving and reviewing several artists proposals, five artists were selected to be interviewed.
From these interviews, Mr. Louis DeMartino was selected as the artist of choice to work with the
Art in Public Places Committee and the community to prepare the art piece. Mr. DeMartino will
present his proposal and the program.

Not to exceed $60,000.

AN ORDINANCE OF THE CITY OF LA QUINTA,
CALIFORNIA, AMENDING THE CITY?S CONFLICT OF
INTEREST CODE
WHEREAS, the Fair Political Practices Commission has
previously adopted a regulation containing terms for a standard
Conflict of Interest Code the Standard Code") to be adopted
by public agencies in California; and
WHEREAS, in 1984, at a public hearing, upon notice duly
published and posted, the City Council fully reviewed a
proposed Conflict of Interest Code incorporating the Standard
Code and after having heard and received all comments from the
residents, officers, employees, members and consultants of the
Commission concerning such proposed Code, adopted the same; and
WHEREAS, in 1990, the California Legislature added
Government Code Section 87306.5, requiring every public agency
in California which has adopted a Conflict of Interest Code, on
each even-numbered year, to review its Code and, if a change in
its Code is necessary, to submit an amended Conflict of
Interest Code to its Code reviewing body; and
WHEREAS, the City Council, as the code reviewing body of
the City, having reviewed the Conflict of Interest Code for the
City, has determined that certain amendments to said Code are
necessary.
THE CITY COUNCIL OF THE CITY OF LA QUINTA, CALIFORNIA, DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. That the Conflict of Interest Code, as shown on
Attachment A, attached hereto and incorporated herein by
reference, and incorporating certain amendments as determined
by the City Council to be necessary, is found by the City
Council to comply with the requirements, intents and purposes
of the Political Reform Act Government Code Sections 81000,
and to fulfill the City Council?s responsibilities
pursuant to Government Code Section 87306.5.
Section 2. That the Conflict of Interest Code attached
hereto as Attachment A is hereby approved and adopted by the

BACKGROUND:
The Riverside County Library Advisory Committee meets quarterly, normally the
third Thursday in July, October, January and April at various libraries
around the County. The Advisory Committee advises the library administration
on issues affecting libraries and are also a link between the Board of
supervisors, the City Council and the library system. The term is for two
years.
Myra Bohnenberger has been serving as the City's representative since
December 1990. She had indicated that she no longer wished to serve, so a
call for applications was placed in the newsletter and the newspaper. As a
result of those advertisements, two applications were received from Leslie
Wenzel and Barbara Huffman. Subsequently, Mrs. Bohnenberger has indicated
her desire to continue serving in this capacity.

The developer has requested reductions in performance security for on-site improvements including
grading, storm drainage, water & sewer, electrical, and perimeter landscaping.
Our construction division has determined that grading and storm drainage are 90% complete and
perimeter landscaping is 60% complete. CVWD has issued a letter attesting to 90% completion of the
water and sewer improvements. We expect a 100% completion letter from lID for the electrical
improvements but will hold any release of electrical security until we receive that letter.

Modification of Subdivision Improvement Agreement A
for Tract 25865 One-Eleven La Quinta Center, CONSENT CALENDAR: U
Washington/Adams Partnership.

BACKGROUND:
In our Owner Participation Agreement OPA) with Washington/Adams Partnership TDC), the city
agreed to reimburse TDC for the cost of certain off-site improvements up to a maximum amount of
$3,731,000 the original estimate of the cost of those improvements. Because our reimbursement
functions as security for the improvements, we did not require additional security as part of our
Subdivision Improvement Agreement S IA).
In proceeding through the design of the improvements, the estimated cost has been revised upward by
$791,000. According to the OPA, this cost is TDC's responsibility. Yet, we have no security to
guarantee TDC's payment of that amount.
Before we begin reimbursing TDC for work underway as provided in the OPA, it is necessary that TDC
provide security to guarantee payment of expenses that exceed the city's commitment. TDC has agreed
to provide a cash bond in the amount of $275,000 and a lien on a portion of their property to guarantee
the final $516,000. The attached Addendum to the SIA form will be utilized to provide the necessary
security.

Approve the Addendum to the SIA and authorize the Mayor to execute the Lien Agreement when

1992. The Planning Commission took action to recommend approval of the tract, subject to
conditions. The Planning Commission recommendation for approval was modified at the meeting
due to concerns raised by the Commission.
