Discussion regarding the initiation of the General
Plan Update PUBLIC HEARING.
RECOMMENDATION:
Discussion of initiation and process for the General Plan Update.
FISCAL IMPLICATIONS:
None at this time.
BACKGROUND AND OVERVIEW:
The General Plan is now six years old and in need of a comprehensive update; the
City has retained David Evans and Associates to assist staff in the current update
process. The initial phase of the work program which is underway) is to review
existing and available information.
The two most important components of the General Plan are the Land Use and
Circulation Elements. The General Plan Update will also address other Elements:
Open Space, Environmental Hazards, Environmental Conservation, Parks and
Recreation, Air Quality, Cultural resources, and Infrastructure and Public Services.
The State certified Housing Element is not a part of this update effort.
Setting the General Goals for the City is the initial step in the process to foster
creative solutions for the future growth and development of the City.
FINDINGS AND ALTERNATIVES:
1. Discuss General Goals in context of the General Plan update process and
provide staff with direction.
