Joint meeting of the City Council and Planning
Commission
RECOMMENDATION:
Provide staff with direction.
FISCAL IMPLICATIONS:
None.
BACKGROUND AND OVERVIEW:
The City Council at its February 17,1998 meeting discussed having ajoint meeting with
the Planning Commission and directed staff to determine a date with the Commission.
Staff has since met with the Planning Commission and March 10,1998, at 4:00 p.m. has
been set as the date and time for the joint meeting.
Two City Council Members have identified issues they would like to discuss at this meeting.
They are as follows:
Council Member Henderson:
The City Attorney review the possibility of the Planning Commission being
appointed, or acting, as a Design Review Board.
Council Member Sniff:
1. Changing the membership from seven to five.
2. Design verses redesign.
3. Supponting commercial and residential development that is diverse.
4. Protection of the hillside and open space.
5. The City Council to be informed of all majorisignificant projects before going
through the entire staff review process and before any Planning Commission
meetings.

BACKGROUND AND OVERVIEW:
The City Council has been studying the issue of combining three commissions
Cultural Commission, Human Services Commission, and Parks & Recreation), into
one new Commission Community Services Commission). In addition, the Council has
been studying the issue of reducing the number of members from seven 7) to five
5) on the Investment Advisory Board and Arts in Public Places Commission.
The Council considered ordinances to facilitate the proposed changes at its February
17, 1998 Council Meeting. The Council continued the proposals to the March 17,
1 998 Council meeting and asked that a joint meeting be arranged to discuss the
proposals/receive input from the commissions.
Work Plans, Ordinances, and current rosters of each commission are attached for the
Council's use.
FINDINGS AND ALTERNATIVES:
Options available to the City Council include:
1. Proceed on March 1 7, 1 998 with one or both of the ordinances to combine the
commissions and reduce the number of members; or
