CC Resolution 1983-020 Traffic Safety Committee' RESOLUTION NO. 83-20 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA, CALIFORNIA, CREATING AND ESTABLISHING THE TRAFFIC SAFETY COMMITTEE. WHEREAS, the City Council of the City of La Quinta has deter- mined the need for the establishment of a Traffic Safety Committee; and WHEREAS, such a Committee would enhance citizen participation in traffic safety matters; and WHEREAS, the City Council desires to establish such a Committee for the purpose of advising the Council on all matters to come before it relating to traffic safety of the citizens of the City of La Quinta; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of La Quinta, California, as follows: SECTION 1. Establishment. A Traffic Safety Committee hereby is created. SECTION 2. Type of Committee and Member Qualifications. The Committee shall be an advisory body to the City Council. Five 5) of its members shall be repre- sentatives of public agencies which are involved with traffic safety, as follows: City of La Quintacity Council One City of La Quinta-Staff Mebbers Riverside County Sheriff 5 Dept.: One r?er Riverside County Road Dept. One M??er Additionally, four 4) members shall be appointed at large by the City Council. These members shall be residents and electors of the City of La Quinta. If for any reason a member ceases to be a resident or elector of the City, his or her membership shall terminate and a replacement who is a resident and elector of the City shall be appointed. SECTION 3. Functions. The Committee's functions shall include, but not be limited to, advising the City Council on matters regarding: a) traffic hazards, b) speed control activities, c) vehicular accident data, d) speed control, e) street design and/or improve- ments, f) pedestrian safety, and g) other pertinent matters requested by the City Council. SECTION 4. Organization. The Committee shall be comprised of nine 9) members as indicated in Section 2. BIB] 04-24-1996-U01 02:34:39PM-U01 CCRES-U02 83-U02 20-U02 'RESOLUTION NO. 83-20 SECTION 5. Appointment, Term of Office, Vacancies, Selection of Chairman and Vice-Chairman and Removal. The members shall be appointed by the head of their respective agency. The at large members shall serve at the pleasure of the City Council for a one yea? term ending on July 1. Members appointed prior to July 1, 1983, shall serve terms ending on July 1, 1984. Representatives of public agencies shall serve indefinite terms. Vacancies on the Committee shall be filled by the appropriate appointing authority. The City Clerk shall maintain a list of interested, qualified citizens to staff the Committee. The Committee shall, at its first meeting, choose one of its members as Chairman and one as Vice-Chairman who shall preside in those instances when the Chairman is not in attendance. Any member of the Committee, including representa- tives of public agencies, may be removed by a majority vote of the City Council. SECTION 6. Meetings and Procedures. Regular meetings of the Committee shall be held on such days, times and locations as are determined by the Committee and may be adjourned from time to time as the Committee may deem appropriate. The Chairman of the Committee may call special meetings in the manner provided for by law. All meetings shall comply with the require- ments of the Ralph M. Brown Act and shall be structured so as to permit the broadest exchange of viewpoints and communication of ideas between members of the Committee, members of the community and other interested parties. SECTION 7. Minutes and Reports. The Committee shall forward minutes of its meetings to the City Council and City Manager as soon as is practicable after each regular and special session. Further, the Committee may forward reports to the City Council and/or the City Manager as appropriate. SECTION 8. Staffing Assistance. The Committee shall have reasonable access to, and cooperation of, all City staff as necessary to proper performance of the functions described above. Requests for additional professional staff and/or financial assistance shall be directed to the City Manager and may be subject to subsequent approval by the City Council. SECTION 9. Termination. The Committee's functions shall terminate and the Committee shall be disestablished upon the rescission of this resolution by the City Council. No at large member of the Committee shall receive any compensation for services rendered as a member of said Committee provided, however, that the City Manager may provide for reimbursement of necessary expenses in such a manner and in amounts as are first approved by the City Council.
