CC Resolution 1984-029) RESOLUTION NO. 84-29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA, CALIFORNIA, AMENDING THE LAND USE AND CIRCULATION ELEMENTS OF THE LA QUINTA GENERAL PLAN FOR GENERAL PLAN AMENDMENT NO. 84-002. WHEREAS, the Planning Commission has recommended approval of General Plan Amendment No. 84-002 pursuant to Section 65350 et seq. of the California Planning and zoning Law and has transmitted the same to this City Council in compliance with Section 65354 of said Law; and WHEREAS, the City Council has held at least one public hearing on General Plan Amendment No. 84-002, as required by Section 65355 of the California Planning and zoning Law; and WHEREAS, the amendment to the Land Use Element from Very Low Density Residential 3 or less units per acre) to Low Density Residential maximum 3.2 units per acre) is compatible with planned future development within the vicinity; and WHEREAS, the amendment to the Circulation Element deleting Jefferson Street between 54th and 58th Avenues will increase traffic on Madison Street south of 50th Avenue and will result in longer trip distances for those travelling to and from Lake Cahuilla, the Riverside County gravel pit, and other property located south of the Site and west of Madison Street; and WHEREAS, the closure of Jefferson Street can be reasonably mitigated since conditions of approval associated with the specific plan will compensate for impacts to park visitors, since the County gravel pit is an interim use and will close in the future irrespective of the closure of Jefferson Street, and since usage at Lake Cahuilla will not be significantly affected; and WHEREAS, based on information contained in the Environmental Impact Report prepared for the project, the overriding finding is made that the irrevocable conversion of agricultural land to urban uses is warranted due to the site's location adjacent to and within the incorporated City limits, the area land ownership pattern, the disproportionate land costs of the site and surrounding properties compared to other agricultural land within the Coachella valley, the planned construction of a community sewage treatment facility south of the site and the planned extension of community sewers into the area; and WHEREAS, approval of General Plan Amendment No. 84-002 is consistent with City goals and policies; BIB] 05-03-1996-U01 08:36:01AM-U01 CCRES-U02 84-U02 29-U02 )RESOLUTION NO. 84-29 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of La Quinta does hereby amend the La Quinta General Plan Land Use Element from Very Low Density Residential to Low Density Residential maximum 3.2 units per acre) for certain property shown and depicted for such change on the map which is attached to and made a part of this Resolution, and which attached map is labeled Exhibit #1, General Plan Amendment No. 84-002". BE IT FURTHER RESOLVED that the City Council of the City of La Quinta does hereby amend the La Quinta General Plan Circulation Element deleting Jefferson Street between 54th and 58th Avenues as shown and depicted on the map which is attached to and made a part of this Resolution, and which attached map is labeled Exhibit #1, General Plan Amendment No. 84-002". BE IT FURTHER RESOLVED that the City Clerk shall endorse on said General Plan Amendment No. 84-002 the date of its adoptiOn by the City Council and the date of its approval by the Planning Commission.
