RDA Resolution 1990-01 RESOLUTION NO. RA 90-1
RESOLUTION OF THE LA QUINTA REDEVELOPMENT AGENCY
MAKING CERTAIN DETERMINATIONS WITH RESPECT TO THE
VILLAGE CENTER AREA
WHEREAS, ON November 7, 1989, by Resolution No. RA 89-20,
the La Quinta Redevelopment Agency 11Agency") approved a
procedure to implement owner participation rules and designated
an area from which it desires to receive proposals the Limited
Area"); and
WHEREAS, the Agency has notified property owners within the
Limited Area that they have an opportunity to submit statements
of interest in participating in the redevelopment of the Limited
Area by a specified time; and
WHEREAS, on January 26, 1990, the Agency notified those
property owners who had submitted statements of interest by the
specified time that the Agency would consider whether the
development of the Limited Area should be accomplished as an
integrated development; and
WHEREAS, the area identified in the accompanying Staff
Report by Thomas P. Genovese, Assistant City Manager, dated
January 29, 1990 as the Village Center" and the Subject Area"
is part of the Village at La Quinta and is identified in the
Specific Plan for the Village of La Quinta as the core" of the
Village; and
WHEREAS, as stated in the Specific Plan, the core should be
the main commercial area, with concentrated commercial
development, and emphasis on pedestrian circulation and a
corresponding de-emphasis of through-automobile traffic; and
WHEREAS, as espoused in the City General Plan and village
Specific Plan, the de-emphasis of automobile traffic and
promotion of pedestrian traffic through the use of walkways will
be difficult to obtain in this core" area if no integrated
development is pursued, and further economic and environmental
benefits may be lost; and
WHEREAS, an integrated development of the size of the
village Center area may include the attraction of an anchor
retail business which could result in the attraction of
wide-range of mid and high and specialty retail, tourist in
commercial mixed uses around and within the development;

N0W1 THEREFORE, the La Quinta Redevelopment Agency does
hereby resolve as follows:
1. The Agency finds and determines that each recital set
forth above is true and correct.
2. The Agency further finds and determines that the
consolidation of the Village Center area is needed and that the
development of the subject area should be accomplished as an
integrated development.

by the following vote:
