RDA Resolution 1993-05w*h/ RESOLUTION NO. RA 93-5 A RESOLUTION OF THE LA QUINTA REDEVELOPMENT AGENCY PROTESTING THE STATE CUTBACKS AGAINST LOCAL GOVERNMENTS WHEREAS, the State of California has experienced severe budget problems over the past two years and has had difficulty in addressing these problems; and WHEREAS, the last state budget approval process in 1992 continued for 64 days beyond the constitutional deadline and resulted in considerable delays, difficulties and uncertainties for local governments; and WHEREAS, the State Legislature and the Governor have exhibited an increasing inclination to reduce levels of funding to local governments while increasing the level of mandated, required and unfunded State programs; and WHEREAS, the balanced budget actions" by the State have hampered the City of La Quinta in its efforts to serve its citizens, have threatened the financial stability of the City and all local governments and special districts throughout the State, and have compromised the ability of said governments to provide basic services to their citizens; and WHEREAS, the State*s reduction in funds to local governments resulted in both new and increased charges, withholding of traditional revenues, and therefore, forced tremendous cuts in all local budgets; and WHEREAS, in 1992-93 the property tax increment for La Quinta Redevelopment Agency was reduced by 17 percent; and WHEREAS, the La Quinta Redevelopment Agency has been severely impacted by these cuts resulting in the need to consider reductions in the funding or the potential elimination of programs in order to balance its own budget; NOW, THEREFORE, THE LA QUINTA REDEVELOPMENT AGENCY DOES RESOLVE AS FOLLOWS: Section 1 The Agency demands that State of California balance its own Budget without raiding the treasuries of local governments and special districts. 5604Q 1 BIB] 10-30-1997-U01 11:02:39AM-U01 ADMIN-U01 RDARES-U02 93-U02 05-U02 w*h/RESOLUTION NO. RA 93-5 Section 3 The Agency directs the Agency Secretary to send a copy of this resolution to the Governor's Office1 the President of the Senate, the Speaker of the Assembly and to all local legislators that represent the City of La Quinta.
