ORD 29700 ORDINANCE NO. 297 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA QUINTA, CALIFORNIA, AMENDING CHAPTER 3.12 RELATING TO PURCHASES, DELETING SECTION 3.12.070 (REQUISITIONS) AND AMENDING SECTION 3.12.080 (PURCHASE ORDERS). WHEREAS, Chapter 3.12 of the La Quinta Municipal Code (the "Code") sets forth general rules relating to purchases made by the City of La Quinta (the "City"); and WHEREAS, Chapter 3.12 of the Code sets forth certain requirements for purchasing supplies and equipment; and WHEREAS, the City recognizes, that purchases of supplies and equipment, although routine in nature, does not have a dollar limit for required purchase orders; and WHEREAS, the City believes that the procedures, as amended, will still protect the best interests of the citizens of the City of La Quinta. NOW, THEREFORE, the City Council of the City of La Quinta does ordain as follows: Section 1. Delete the following Section of Chapter 3.12 of the La Quinta Municipal Code as follows: 3.12.070 Requisitions. Using departments shall submit requests for supplies and equipment to the purchasing agent by standard requisition forms, or by other means as may be established by the purchasing rules and regulations. Section 2. Amend the following Section of Chapter 3.12 of the La Quinta Municipal Code as follows: 3.12.080 Purchase Orders. Purchases of supplies and equipment in an amount over $1,000, shall be made only by purchase orders, except as otherwise provided in this chapter, no purchase order shall be issued unless, the prior approval of the purchasing agent or his designated representative has been obtained. Value of Purchase Procedure Under $1,000 No purchase order or purchase requisition required. Invoice for purchase must be approved by Department Director prior to submission to Finance for processing. $1,000 to $2,500 Purchase order required; no bidding procedure required. $2,501 to $10,000 Purchase order required; open market or informal bidding procedure required. Pursuant to Section 3.12.240 $10,000 to $25,000 Purchase order required; open market or informal bidding procedure required. Pursuant to Section 3.12.240 $25,001 and up Purchase order required; formal sealed bid procedure required. Pursuant to Sections 3.12.120 through 3.12.215 Section 3. EFFECTIVE DATE: This Ordinance shall be in full force and effect thirty (30) days after its adoption. Section 4. POSTING: The City Clerk shall cause this Ordinance to be posted in at least three public places designated by resolution of the City Council, shall certify to the adoption and posting of this Ordinance, and shall cause this Ordinance and its certification, together with proof of posting to be entered into the Book of Ordinances of the City of La Quinta.
